On inline help of "Events Display-Type" in the banner module, there is

Select if you want to display upcoming, unfinished, archived, today's or only featured events.
but in the select box, there is "Open date events" instead of "Featured events". Since there is no option to display any event type, the option "Featured events only" can't be used to display all the featured events (if there are events that don't have the same type).
You'll find the option below to display:
Featured events only = Yes
