Well, I probably already understand. The original proposal would have to be solved through cron.

The new proposal, thinking out loud;-):

In FE option set:
- The minimum number of participants (X)
- The time in which the participants can log in events (T).

Event view would display the information that the event will only be at full occupancy X and log can be a Start time minus T.
When log on (adding) attendee would be checking if X = minimum, then yes, it would be in the event view showing that the event will definitely be (and it would send a reminder email to log attendees, the event is held.It all this would perhaps go and check against time until when can log in).
