create new event in Frontend

What do I need to do to allow certain users to create new events in the frontend? 
I’ve already created a JEM group and added my test user to it. 
Under EVENTS – USER CONTROL, the option for Event Registration says “use event setting” (where is “event setting”?) Under AC-Events, I’ve selected “admins and JEM groups” 
However, no matter what I do, I always get a “403 Access Denied...” error in the frontend. 
What am I missing now?
