I'm really not an expert, but I would

have a look at the phpinfo and check if the extension is installed. (see stackoverflow.com/questions/37441150/mb-convert-encoding-error-call-to-undefined-function-mb-convert-encoding?answertab=active#tab-top )

check the database collation and if it is utf8mb4_unicode_ci (UTF-8 Multibyte) and play with it

check the encoding of the files of the module
