I have installed Version 2.3.10. and tried to enter one event.
The list selection of the hour shows 00 .. 00, no hours 00 to 23.

@Patala That version is old beta and it's already fixed. Best check and test last beta version 4.0.0. Download from github.com/jemproject/JEM-for-Joomla-4

I have version 4 beta installed, and when creating an event in the backend, I get this error:
Incorrect string value: '\xF0\x9F\x99\x8C\xF0\' for column `la200_web`.`xu8iq_jem_events`.`introtext` at row 1
